Responsibilities:
This position will remain posted until filled.
Location:
KDA Lab, Riley County, Kansas.
Management of Kansas Department of Agriculture Laboratory Plans, organizes and directs the activities of the Kansas Department of Agriculture Laboratory (KDAL).
Provides oversight and direction of the preparedness, quality assurance and safety programs within KDAL.
Represents KDAL and the agency at KDA leadership meetings, conferences, etc.
as requested by the ABS Division Director and Secretary.
Provides both administrative and technical direction and guidance for KDAL.
Communicates on an ongoing basis with internal KDA programs, outside customers, stakeholders and federal partners.
Leads and organizes all activities related to KDAL function.
Has extensive knowledge of complex laboratory technical procedures.
Makes work assignments.
Sets staff priorities.
Sets performance metrics.
Maintains service agreements on equipment.
Manages purchasing contracts, etc.
Conducts personnel evaluations.
Provides laboratory input to the Kansas Secretary of Agriculture.
Develops and implements laboratory policies and procedures.
Oversee the financial management and directs and monitors the operating budget of the KDAL.
Determines staff needs, prepares budgets and oversees expenditures in accordance with agency directives and timetables.
Projects future laboratory equipment and personnel needs and implements purchasing plans.
Secures financial resources to supplement the state resources available to accomplish objectives.
Observes budget limitations in program administration and optimizes the activities of KDAL with efficient use of limited funds.
Prepares the annual KDAL budget and adheres to State of Kansas budgetary guidelines.
Coordinates laboratory operations with other KDA programs' regulatory responsibilities and adjusts the workload of staff to meet deadlines.
Metrology (weights and measures) testing Milk and dairy product testing Meat sample analysis Livestock feed testing Pesticide and fertilizer analysis Hemp testing for compliance Laboratory quality management system Develops, enhances and maintains appropriate control and quality assurance procedures that meet ISO 17025 standards with an overall goal of improving the quality of KDAL programs.
Participates directly in QA efforts as appropriate for the Laboratory Director.
Develops key performance indicators relating to quality assurance.
Oversees maintenance and revisions to the laboratory quality manual.
Assists lab sections in the preparation and annual review of Standard Operating Procedures (SOPs).
Implements and maintains document control.
Ensures sample chain-of-custody procedures are followed.
Documentation and recordsEnsures that test results are prepared, reviewed and documented by delegated staff as appropriate.
Regularly meets with other KDA program managers to determine if analytical results are meeting or exceeding their expectations.
Ensures that lab staff maintain various laboratory certifications (FDA, USDA, EPA, NIST, etc.
) Staff training and developmentSupports career development Stimulates productivity Provides a creative work environment Assists with the hiring and training of staff Attends professional meetings Coordinates internal laboratory section meetings Coordinates analytical activities with other state and industry labs as necessary Ensures that required chemist, microbiologist and metrologist certifications are kept current.
Minimum
Qualifications:
Bachelor's degree in Chemistry, Biology, or related scientific field such as Biochemistry or Microbiology required.
Good public speaking, written and verbal communication skills.
Five to seven years of laboratory experience.
At least five years of supervisory experience.
Employee must have a valid Class C (or higher) Kansas driver's license or equivalent license from another state.
Employee is responsible to maintain an acceptable driving record to safely drive state vehicle and be willing and able to fulfill all job-related travel normally associated with this position.
Preferred
Qualifications:
Master's degree or higher in related scientific field is preferred.
Experience working with federal government agencies (EPA, USDA-FSIS, FDA) and knowledge of their respective laboratory requirements preferred.
Grant writing experience preferred.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
